Journal of Economics and Administrative Shift (JEAS) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research on structural economic transitions, administrative reform, public policy evolution, and organizational adaptivity. Positioned as a premier multidisciplinary scholarly forum, the journal serves academic economists, public administration specialists, governance researchers, policy analysts, and institutional strategists worldwide. JEAS prioritizes rigorous empirical research, econometric modeling, public sector benchmarks, policy impact evaluations, and comparative governance studies that examine how economies and administrative systems navigate global shifts, digital governance, fiscal realignments, and socio-economic disruptions. By bridging theoretical economics and public choice theory with practical administrative execution and governance reform, the journal fosters a deep, comprehensive understanding of how adaptive administrative frameworks drive sustainable economic resilience and institutional integrity.

Scope and Topics
Reflecting its mandate to analyze transformative shifts across economic models and administrative structures, the journal welcomes high-quality original research articles, systematic literature reviews, econometric studies, and public policy evaluations within the following thematic areas:

Economic Paradigm Shifts & Macroeconomic Policy: Macroeconomic adjustments, structural reform, monetary and fiscal policy shifts, international trade dynamics, and development economics in transitioning markets.

Public Administration Reform & Institutional Governance: Modernization of public sector management, civil service reforms, administrative accountability, decentralization models, and anti-corruption frameworks.

Digital Governance & Public Sector Analytics: E-government architectures, AI in public decision-making, administrative data infrastructure, public sector digital transformation, and smart government initiatives.

Public Finance, Budgetary Shifts & Fiscal Policy: Tax policy reform, public expenditure management, sovereign debt strategies, public-private partnership (PPP) governance, and fiscal decentralization.

Sustainable Economic Development & Regulatory Policy: Environmental economics, circular economy policy frameworks, regulatory impact analysis, socio-economic equity, and labor market policy shifts.

Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of economic and administrative research, JEAS is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on digital public governance, fiscal policy responses to economic crises, or administrative reforms in emerging economies may be commissioned by the Editorial Board.

Peer Review Process
JEAS enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and methodological validity across economics, public administration, and political science disciplines.

Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (econometric rigor, quantitative survey validity, qualitative case study depth, or comparative policy analysis), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the journal's maximum threshold.

Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent international reviewers who are established academic experts or senior policy analysts in economics or public administration.

Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, theoretical/empirical rigor, analytical accuracy, and practical policy or administrative applicability.
