Journal of Educational Systems and Change (JESC) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research on structural systems analysis, organizational dynamics, policy implementation, and systemic change within educational institutions. Positioned as a premier educational administration and systems theory scholarly forum, the journal serves educational researchers, school administrators, university leaders, policy analysts, and organizational behavior experts worldwide. JESC prioritizes rigorous empirical research, systemic modeling, policy impact evaluations, mixed-methods field studies, and organizational change frameworks that examine how macro and micro educational systems adapt to institutional, technological, and socio-economic pressures. By bridging systems thinking with practical educational leadership and policy execution, the journal fosters a deep, comprehensive understanding of how structured change interventions create resilient, high-performing, and sustainable educational environments.

Scope and Topics
Reflecting its mandate to analyze systemic structures and manage organizational change in education, the journal welcomes high-quality original research articles, systematic policy reviews, organizational case studies, and empirical evaluations within the following thematic areas:

Educational Systems Architecture & Governance: Macro-level educational systems, governance structures, school district organization, higher education system management, and public-private educational partnerships.

Organizational Dynamics & Change Management: Change implementation frameworks in schools and universities, resistance to change, institutional culture shifts, and strategic leadership during systemic restructuring.

Policy Implementation & Systemic Reform: Evaluation of national/regional educational policies, curriculum reform mechanics, educational accountability frameworks, and policy-to-practice translation.

Resource Allocation, Infrastructure & Systemic Efficiency: Educational finance systems, resource distribution equity, infrastructure optimization, and operational performance measurement in educational institutions.

Digital Systems Integration & Administrative Technology: Enterprise Resource Planning (ERP) in education, Student Information Systems (SIS) impact, data-driven administrative decision-making, and systemic digital infrastructure adoption.

Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of educational systems and change research, JESC is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on systemic crisis management in education, digital governance shifts, or structural higher education reforms may be commissioned by the Editorial Board.

Peer Review Process
JESC enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and methodological validity across educational administration and social science disciplines.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (quantitative policy analysis, qualitative case study depth, mixed-methods rigor, or systemic modeling), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the journal's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent international reviewers who are established academic experts or senior policy/administration researchers in educational systems and organizational change.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, theoretical rigor, empirical accuracy, and practical systemic impact.

Mission Statement: "The mission of the Journal of Educational Systems and Change (JESC) is to advance the scientific understanding of educational organizations as complex systems, providing evidence-based insights to guide sustainable institutional transformation. Grounded in the philosophy that meaningful educational improvement requires systemic vision and disciplined execution, the journal aims to democratize advanced administration and policy research by providing an unrestricted platform for global scholarly, managerial, and policy dialogue. Through the promotion of diverse, rigorous quantitative, qualitative, and systems-based methodologies, JESC seeks to empower educational leaders, inspire policy strategists, and shape future-proof, highly resilient educational ecosystems worldwide."
